Strategy for Information Society Development in Russia
IIS representatives participated in the fourth annual Microsoft conference "State in the 21st Century"

On 23 May 2006 Moscow held the fourth annual Microsoft conference "State in the 21st Century".

The Microsoft conference gave the participants the possibility to discuss issues concerning adoption of modern technologies for increasing efficiency of governmental organizations and institutions.

The edifice of the Moscow Government held conference “State in the 21st Century" organized by Microsoft Rus. Among its main topics there were issues concerning adopting information technologies by federal, regional and local authorities. The conference was attended by over 500 representatives of governmental institutions and organizations throughout the Russian Federation, as well as IT directors, heads of financial departments, specialists in information systems safety and chief specialists of IT departments. General partners of the conference were Intel and HP companies.

The conference was opened by Mr. Craig Mundie, Senior Vice-President, Technical Director for Microsoft.

He was followed by Olga Dergunova, Microsoft President in Russia and CIS. She expanded on new possibilities of building safe governmental information systems on the basis of Microsoft technologies.

Yuri Hohlov, Chairman of IIS Board, made a presentation on "E-Regions in E-Russia", where he spoke about peculiarities of establishing and tendencies of transition to the Information Society and Knowledge Economy. He outlined the main dimensions of action for all stakeholders specified in the World Summit on the Information Society documents; characterized factors that bear negative influence on Russia's e-development, and described possible approach to drafting the strategy of Russia's and its regions' e-development and possible logics of the e-development process. In his presentation Dr. Hohlov reviewed the main results of Index of Russian Regions E-Readiness drafted by IIS in 2006, and outlined recommendations for developing e-government platforms in Russian regions.

After the coffee-break the participants continued working in five subject sections:

  • Functional solutions on Microsoft platform for governmental authorities;
  • Information safety of governmental organizations;
  • Informatization strategy for the Russian regions;
  • Microsoft consulting and maintenance services for governmental organizations;
  • Microsoft technologies and possibilities for healthcare.

At the last of the above sections Microsoft presented solutions for healthcare for the first time in Russia. The reporters viewed international experience of using Microsoft solutions in the sphere and expanded on a number of urgent matters of modern medicine, such as methodology of developing medical information systems and single information space of healthcare system.

Andrey Pankratov, Director of Healthcare Business-Area of Intel, told the participants that Intel considered development of different-level platforms of healthcare system a priority direction. This will allow considerably increasing healthcare system efficiency and improve control over the quality of medical services, as well as optimize integration of personal devices for monitoring the state of health in the healthcare system. At present a number of pilot projects in the sphere have already been launched in Russia.

The conference also covered an exhibition of solutions by Microsoft partners. Among other events there was demonstration of new operating system Microsoft Windows Vista, R-Style acted as technical partner of the demonstration. Among other participants of the exhibition there were software suppliers and developers and companies: Digital Design, IBS, Softline, SofTrust Compulink, CROC, Planum, Prognoz and RBC Soft.

The conference event was attended by leading specialists of IIS - Sergei Akimov, Head of Directorate of Informatics, Vladimir Kondratiev, lead specialist, Vadim Galperin, Head of Economic Planning Department, and Tatiana Zaretskaya, Head of PR Department.
