Strategy for Information Society Development in Russia
IIS participates in the first international exhibition and forum "Internetika Expo 2006"

On 20-23 April 2006 the 57th pavilion of the All-Russia Exhibition Center in Moscow held the first international exhibition and forum Internetika EXPO 2006. 

The exhibition was held with support of the Ministry of Information Technologies and Communications of the Russian Federation under the auspices of the Moscow Government. The event was organized by LLC "Internetika-Expo" and OJSC "State Company All-Russia Exhibition Center".

Among those who participated in the opening ceremony there were: O. Byakhov, Head of Department of Information Society development, Ministry of Information Technologies and Communications of the Russian Federation; O. Rozhnov, Chairman of the Russian Youth Union, member of RF Public Chamber; Yu. Zhirnokleev, Head of Department of Regional and Exhibition Activity, Department of Science and Industrial Policy of the Moscow Government, and others.

The Conference participants and guests were greeted by D. Milovantsev, Deputy Minister of Information Technologies and Communications of the RF; E. Panteleev, Head of Department of Science and Industrial Policy of Moscow; and M. Musaev, Director General of OJSC "State Company All-Russia Exhibition Center".

The main objective of the exhibition project is promotion and widest possible distribution of internet technologies among the end users. The exhibition is aimed at demonstrating the whole range of possibilities provided by the Internet as a global network concerning both Internet technologies and community services development.

The exhibition represented over 30 organizations, including developers of modern technologies and Internet access solutions, Internet providers, computer and peripheral facilities makers, multimedia and digital facilities producers, as well as specialized press and Internet media.

Internet solutions for governmental structures were represented at the stand of the city target program "E-Moscow". The program has for several years been successfully implementing such projects as "E-Zelenograd", gateway of South-Eastern Administrative District prefecture, as well as the Moscow Development Gateway (MosDG) established and maintained by IIS.

MosDG was ordered by the Informatization Department of Moscow. In the late 4th quarter 2005 MosDG entered the operation and maintenance phase. MosDG users are "development communities" - informal target groups representing: public authorities and municipal administration; business, including investment companies; civil society and donor organizations; research and education community; specialists from the spheres of information production, processing and dissemination and other hi-tech sectors; and mass media.

Potential audience of the gateway is by no way limited by the above groups - it welcomes all those who are engaged in expert, research, industry, entrepreneurial and community activity contributing to the implementation of municipal policy in the area of e-development.

Publicly accessible communication channels following the single routing and addressing pattern scheme in the Internet allow users to access the system.

MosDG content covers information and knowledge on the Information Society and Knowledge Economy development and reflects different viewpoints allowing constant acquisition of new vision and real possibilities (resources and tools) for Moscow's e-development.

MosDG has been developing as a unique expert, analytical and practical resource on the problems of the Information Society and Knowledge Economy development in the city. Its functions give the following possibilities:

  • fast access and efficient use of quality and trustworthy information necessary for better insight in the possibilities and problems of the Information Society;
  • access to advanced domestic and foreign experience of developing and implementing strategies, programs and projects aimed at the Information Society development;
  • forum allowing dialogue on the Information Society and Knowledge Economy development topics in the city, discussions on matters crucial for particular communities, sharing knowledge and practical experience;
  • mechanisms of cooperation among interested parties in implementing particular projects aimed at the city development;
  • different tools allowing to provide information, consultation and other services demanded by users;
  • means to promote advanced technologies of the Information Society, such as e-government, e-business, distant education and so on;
  • tools for information objects exchange among all gateways within Network of Development Gateways of the Russian Federation and other gateways in Moscow;
  • tools for self-organization of development communities, possibility to provide information on their activity in Moscow for interested users and potential partners in Russia and abroad.

It is thus fair to say that so far Moscow does not have another gateway that can be compared to the MosDG in its functionality. MosDG stipulates involvement of the most active and qualified part of population in resolving the municipal e-development issues and contributes to accomplishing a number of tasks and objectives set by the CTP "e-Moscow":

  • dynamic development of the Moscow city against the background of shaping global Information Society, Moscow's transformation into an "information city";
  • providing Moscow's leadership in the process of Russia's transition to the Information Society;
  • equal cooperation and increasing efficiency of activity of the main development communities;
  • attracting international organizations, donors and investors to resolving the problems of Moscow's development against the background of shaping Information Society and knowledge economy;
  • providing fuller transparency of all branches of municipal authorities, aiming at maximum orientation of their activity to citizens
    needs;
  • developing Internet-accessed municipal information resources in the sphere of development;
  • providing mutual strengthening of international, national, regional and municipal initiatives due to lively dissemination of knowledge and experience in the development sphere.
