On 21 February 2006 Secretariat of the Cabinet of Ministers of Republic of Tatarstan and Institute of the Information Society signed protocol of intent on implementing complex project e-Government in Republic of Tatarstan. This cooperation within the framework of carrying out the protocol provisions set the following objectives:

• Establishing strategic partnership for the Information Society development in Republic of Tatarstan;
• Increasing efficiency of governmental administration in Republic of Tatarstan by introducing e-government solutions;
• Stipulating development of k-economy in Republic of Tatarstan.

On 22 February 2006 IIS office on Makarenko street held a working meeting of IIS top managers – Yuri Hohlov, Chairman of IIS Board and Tatiana Ershova, General Director, - with Alexander Yurtaev, Head of Information and Analytical Department of the Cabinet of Ministers of Republic of Tatarstan, Deputy Head of the Working Group on Coordinating the Project e-Government in Republic of Tatarstan.

The meeting discussed cooperation within the framework of the document that was signed the day before. In particular, the negotiators discussed outlooks for conducting research and analytical works in the sphere of developing e-government; organizing joint seminars, scientific conferences, working meetings and other events, establishing joint temporary executive groups, improving specialists’ qualification in the sphere of e-government.
