Strategy for Information Society Development in Russia
IIS helps create the Kaliningrad Region Development Gateway

On 15 December 2005 the Government of Kaliningrad Region held a presentation and a training seminar on operating the Kaliningrad Region Development Gateway. The seminar and presentation were intended for specialists of regional executive authorities and municipal formations.

According to Sergey Bulychev, Infrastructure Development Minister of the Kaliningrad Region, taking into account specific geopolitical location of the region and necessity to attract investments, it is vital to actively develop information and communication technologies there. Georgy Boos, Governor of the region, attaches high importance to this fact; in September he signed an agreement with Leonid Reiman, Minister of Information Technologies and Communications of the RF, which formed the basis of a strategic program for developing territorial information network in Kaliningrad Region.

In the recent years advanced information and communication technologies have been largely introduced in healthcare and education areas, municipal housing economy and other spheres of regional activity. Kaliningrad Region obtained the third place among its subgroup of regions in the All-Russian competition Best Region in the sphere of ICT - 2005 conducted by the Ministry of Economic Development and Trade of the Russian Federation. Prior to that Kaliningrad Region was awarded the Ministry certificate in the All-Russian competition within the framework of the eRussia Program for participation in the Russia Development Gateway project.

Russia set out a network of development gateways, and Kaliningrad Region Development Gateway was among its first members. The next step would be introducing quality content therein - information which would extend potential for interregional and international cooperation, find business partners, open new industries in the region, and resolve crucial problems in all spheres of activity.

The possibilities of the Kaliningrad Region Development Gateway as a tool for the Information Society development in the region were demonstrated by Tatiana Ershova, General Director and Head of PRIOR Directorate of the Institute of Information Society. Specialists from municipal formations responsible for the gateway content completed practical skills training program and participated in the discussion of issues concerning the seminar topics.
