Strategy for Information Society Development in Russia
IIS representative discusses the influence of ICts on the quality of public administration

On 28 October 2005 press center of RBC conducted round table Influence of Information Technologies on the Quality of Public Administration: Government and Business within the framework of competition Best Region in the sphere of ICT where IIS is a co-organizer. The round table was organized by the Ministry of Economic Development and Trade of the RF, RBC, Institute of the Information Society  and consulting company Newton Advice Bureau with participation of the Ministry of Information Technologies and Communications of the RF.

The meeting represented the first attempt to sum up the results of the second wave of automating public authorities of the Russian Federation. The round table was attended by Tseren Tserenov, Deputy Director of the Department of Corporate Management, Ministry of Economic Development and Trade of the RF; Oleg Byakhov, Director of the Department of the Information Society Development, Ministry of Information Technologies and Communications of the RF; Natalia Klimova, Director of Corporate Relations and Strategic Communications Department, RBC; Yuri Hohlov, Chairman of the Board, Institute of the Information Society, as well as representatives of the Ministry of Education, Accounting Chamber, Agency of Health Care and Social Development, and Russian Federal Property Foundation. The business community was represented by top managers from major companies - global producers of innovations, system integrators and vendors.

The discussion touched the following issues: increasing efficiency of administration using federal and regional information resources, ensuring information openness of government for the society, and providing administrative control over indicators of public authorities activity. The participants revealed the following problems of public authorities informatization:

  • Absence of basic data registers in an integrated format,
  • Principle of isolation applied to the development of information systems of adjacent public authorities,
  • Absence of electronic administrative regulations,
  • Incoherence of IT transformations with the administrative reform.

Resolving these issues is the major task for IT business and government for the next years.

Besides, in his report "From Informatization to Quality Public Administration" Tseren Tserenov outlined the main prospects for eRussia Program in the context of conducting administrative reform, as well as the necessity to actively involve business in the project.
