    Objectives and Scope 

    Information Society is one of major worldwide concepts on the boundary of milleniums. Today the power of a state is measured not by industrial and even less by military potential but primarily by the ability to integrate organically and timely in the global information space, to create and to use information and knowledge – the main welfare factors in the forthcoming information age. 

    Big cities are leaders of Information Society development in many countries because they often possess most strong information infrastructure and information resources, and master most recent information and telecommunication technologies. Russia does not make any exception. 

    The Information Society development is a complex problem including political, economical, social, cultural, legislative as well as technological aspects. Our conference is aimed at discussing a broad scope of issues referred to Russian major cities integration in the Information Society of the 21st century. 

    Our conference is a partner of IDC'98 sponsored by the European Commission and going in parallel with international exhibition "EXPO'98". Our conference will be attended by statesmen, politicians and specialists from Moscow, Novosibirsk, Saint Petersburg, Yaroslavl and probably from other cities of Russia. Their talks, speeches, interviews and presentations will be transmitted to auditoriums of all participating cities in interactive mode. The welcome of the Mayor of Moscow Yuri Luzhkov as well as one of plenary presentations will be broadcasted via global network to IDC'98 cities. 

    How to contribute 

    Those wishing to present papers for one of the subject listed are kindly requested to submit a 500 words summary to the Organising Committee. E-mail submissions are preferred. Please use the address given below:

    The proposals should be accompanied by the full address of the main author, e-mail address, telephone and fax numbers of the contact person. 

    Deadlines 

    Summary received: 31 August 1998 
    Notification of acceptance: 7 September 1998 
    Full paper received: 25 September 1998 
    Conference: 25-26 September 1998 

    Proceedings will be produced after the conference. The details of the local organisation, registration etc. will be published and distributed before 1 September 1998.
