Strategy for Information Society Development in Russia
Victor V. Stroganov

Position held - Executive Director of the IIS.

Mr. Stroganov was born at the Far Eastern part of Russia. He completed secondary education in Vilnius with a silver medal of distinction.

In 1971 he graduated from the Radio-Technics and Cybernetics Department of the Moscow Physics and Technical Institute.

For four years upon graduation he worked for the national military industry at the Central Scientific and Research Institute Kometa.

Between 1975 and 1978 he headed the algorithmic section of the computing center of Moscow City Strojbank of the USSR, where he took part in developing the automated system “Bank’s Operation Day”.

In 1978, along with a group of enthusiasts, Mr. Stroganov participated in creating Moscow’s experimental computing center. This center was a new step in the development of youth’s creative movement, and its establishment had important social implications, including a large number of publications, nomination of the working team for the Lenin Komsomol award, and other public support. In 1978-1985 Victor Stroganov served as a deputy director of Moscow’s experimental computing center.

In 1985 he was invited to work at the Ministry of Foreign Affairs of the USSR. At that time the new Ministry’s administration started implementing modern informatics into the work of the Ministry, and Mr. Stroganov joined in this work by heading up the user division. During this period, a research cooperation organization was formed with the Voskhod Scientific and Research Institute as its leading body; a specialized scientific and research informatics center at the Ministry of Foreign Affairs of the USSR was created; and the first part of work activities was completed.

In 1991 Mr. Stroganov returned to his previous organization as a General Director. At that time the organization was renamed to “Elex Coalition” and worked in computer and software trade.

In 1994 he transferred to the UNIT company group, created from the “Elex Coalition”. Between 1994 and 1996, as a Director of the development center of the UNIT group, Victor Stroganov elaborated the group development strategy and participated in creation and advancing the UNIT brand in Russia as the home appliance.

Between 1996 and 2000 he headed up the Unit Group International (USA) office in Russia. According to the Gallup report for the year 1998, the Unit trademark was ranked in the top ten best known trademarks of home appliances bought in Russia.

After the 1998 crisis the UnitSpace Corp. Company was created in the U.S., and Unit Space Company was registered in Russia. Victor Stroganov headed this company and the office of the UnitSpace Corp. in Russia, in which quality he worked until joining the Institute of the Information Society. The company worked on the information technology projects and participated in the activities of the Federal Program “Electronic Russia” and City Program “e-Moscow”.

Victor Stroganov is a member of the governing body of the External Politics Association headed by the last USSR Minister of Foreign Affairs À.À. Bessmertnyh.

In March 2006, Mr. Stroganov joined the Board of Directors of the Institute of the Information Society.
