Vadim Galperin graduated from the Moscow State Institute of Electronics and Mathematics, Department of Micromachinery and Technical Cybernetics in 1985. Upon graduation he worked as an engineer at the Construction Bureau of Precise Machinery.

In 1992 Mr. Galperin started working at the Zelenograd office of the Menatep bank, and later, upon graduating from the Financial Academy of the Russian Federation Government in 1995, he worked in different businesses as a financial director and a director.

Vadim Galperin works at the Institute of the Information Society since 2003. He actively participated in developing the concept and technical framework of the integrated city system of regional socially-oriented informational resources and services, the "Infocity Moscow" project. Since 2004 he also served as the Institute’s leading economist. In November 2004 he was appointed Head of the Planning and Economics Department of the IIS.
