The professional biography of Tatiana Ershova is connected with two organizations: the Russian State Library (formerly the V.I. Lenin USSR State Library), where she advanced from the librarian position (1985) to the Deputy Director (1993-95, 1997) and the Director Pro Tem (1996); and the Institute of the Information Society, where she served as an Executive Director (1998-2001) and General Director (2001-present).
She has considerable practical experience in managing professional workforce (in teams ranging from 20 to 2500 staff members) and developing and implementing conceptual documents, large-scale programs and projects.
Specifically, under her supervision and with support from UNESCO the Modernization Strategy and Program for the Russian State Library, and the Memory of Russia program were developed and coordinated with the Ministry of Culture of RF; with her active participation the Concept of Moscow advancement towards the information society (approved by the Mayor of Moscow on 20 July 2001) and the city target program "E-Moscow" (launched in 2003, new version approved in 2008) were developed. Under her supervision the project of the scientific and methodical support of e-libraries’ creation and use in Russia was implemented (financially supported by the Russian Foundation of Basic Research); since 2001 the "Russia Development Gateway" project has been implemented (financially supported by the infoDev program of the World Bank, the Development Gateway Foundation and the Ministry of Economic Development and Trade of RF); the republican target program "ICT Development and Use in the Republic of Tatarstan" ("E-Tatarstan" 2008-2010) was developed (approved by decree of the Tatarstan Cabinet on 17 July 2008).
She actively participated in the activities of a number of organizations: international Expert Commission of UNESCO on Modernizing the Russian State Library (1993-1997), the Scientific Council of the Russian State Library (1996); Expert Council of the inter-sector project of Network Integration of Electronic Information Resources of the Leading Russian Libraries and Information Centers (LibWeb Project, 1996-2006); Moscow City Duma Public Expert Council on the Information Society Development (1997-2006); International Federation of Library Associations and Institutions (IFLA, 1991-2001); international jury of the Global Junior Challenge, the competition recognizing the best world achievements in the sphere of using ICT for education and fostering children and youth (1999-2009); international jury of the Stockholm Challenge, the competition recognizing the best world achievements in the sphere of using ICT for development (2006-2010). Since 2006 she also has been a High-level Advisor of the Global Alliance for ICT and Development initiated by the UN Secretary-General. In 2009-2012 she headed expert section on electronic libraries, museums and archives, as well as on creation and distribution of cinematographic production within the Expert Advisory Group of the Presidential Council of the Russian Federation for Information Society Development.
Due to her extensive experience, Tatiana Ershova is a high-level specialist in the areas of strategic planning and management of large organizations and projects. She has widespread professional contacts with Russian and foreign colleagues. She has been both a speaker to and an organizer of multiple national and international conferences and workshops.
Tatiana Ershova is an author of over 130 publications in Russian and foreign professional journals and mass media; she edited and compiled several books and collections of articles. Since 2001 she has been member of the Russian Journalists Union and the International Federation of Journalists. In January 2009 she was nominated Editor-in-Chief of the scientific and analytical Information Society journal, which is on the list of periodicals recommended by Higher Attestation Commission of the Ministry of Education and Science of the Russian Federation for publishing the results of candidate's and doctoral dissertation research.
In 2001 she initiated the creation of the Russian e-Development Partnership (PRIOR) - voluntary informal association of organizations and individuals joining their efforts and resources to achieve common goals, which are: dynamic and full development of Russia in the context of global information society and forming knowledge economy in Russia. Tatiana Ershova is the Head of Directorate of PRIOR, is a member of Coordination and Supervisory Boards of the Partnership.
In 1980 T. Ershova graduated from the Moscow Maurice Thorez State Pedagogical Institute of Foreign Languages (currently Moscow Linguistic University). In 1997 she completed the Advanced Library Courses at the Russian State Library; in 1992 she was awarded a six-month fellowship at the Mortenson Center for International Library Programs at the University of Illinois Library in Urbana-Champaign in the U.S., and has gone through a number of additional training courses in many countries of the world. In 2012 she completed the graduate school at Moscow State University of Economics, Statistics and Informatics (MESI), and on June 27, 2013 she obtained the degree of candidate of economic sciences, specialty 08.00.05 "Economy and Management of a National Economy (Innovation Management) with a thesis on "The Monitoring Mechanism of Information and Communication Technologies Use in Households".
On November 1, 2013 the Minister of Communications and Mass Communications Nikolay Nikiforov handed her out the prestigious industry award – title and medal "Master of Communications". In accordance with the order of the Ministry of Information Technologies and Communications of the Russian Federation dated 27.12.2004 № 46 this title is conferred to "highly professional functionaries of the information technology and communications sphere for good work in improvement of the infocommunication complex of the country, implementation of federal and regional programs of communications and informatization development, who have been working in the sphere for 15 years and longer".
Dr. Ershova is fluent in German and English and has basic knowledge of Italian and Latin.
She has three adult children and five grandchildren. Her hobbies include reading highly artistic literary works, dancing and cooking.
